The Special Representative of UNASUR’s Electoral Mission for Ecuador’s 2017 General Elections and Referendum, expresses, on behalf of the Mission its regard and congratulations to the people and authorities of Ecuador for the civic day of February 19, 2017.
UNASUR’s Electoral Mission wishes to thank for the support provided to its members, who were deployed from February 17, 2017 to be present during yesterday’s polling day. In accordance with its mandate, the Electoral Mission drove an impartial, independent, professional and technically suitable labor with delegates who were highly knowledgeable about electoral processes.
Our deployment had a wide territorial scope, proof of which is that 47 delegates - authorities and technicians of the electoral bodies of 11 South American countries - were present in Azuay, Guayas, Manabi, Pichincha, Los Rios, El Oro, Tungurahua, Chimborazo, Loja, Esmeraldas, Santo Domingo de los Tsachilas, Imbabura and Morona Santiago. This geographical distribution represents 86.79% of the total number of eligible voters in the electoral register.
The Special Representative, kindly greets everyone with whom he meets in the fraternal city of Guayaquil. He also extended his thanks to the candidates of several diverse political groups, the national, provincial and local level electoral authorities, and especially to the voters he found in the polling centers he visited, where he verified the atmosphere of peace and harmony in which the elections and referendum were carried out.
Tasks performed by UNASUR’s Electoral Council delegates are regulated and consist of witnessing and verifying all relevant aspects of the day, from the setting up and opening of the polling stations to the tabulation and transmission of results.
In this regard, and in compliance with UNASUR’s Electoral Council Regulations, as of today, a few minutes ago in the city of Quito, Mission’s General Coordinator, Dr. Alexander Vega, handed to President of the National Electoral Council, Dr. Juan Pablo Pozo, the second set of report documents the Mission leaves as testimony of its task, the Preliminary Report. This report contains a generic consideration of the election.
The Special Representative of UNASUR's Electoral Mission, before leaving Ecuador, wishes to pass on to the Ecuadorian people a message of tranquility, peace and hope. As he previously stated today, after the polling day, how important it is for Ecuadorians to continue walking the road that leads them together as one big family.
The official and final electoral results will be announced, as established by the current national regulations, through the National Electoral Council once the recounting of suffrage minutes has been finished. In democracy it is essential to recognize the institutionalism with which we are endowed, it is a vital part of this common project that allows us to display our nations as essentially tolerant and respectful with our circumstantial political adversary. Therefore, inviting the population to remain calm until the ballot recounting concludes, as explained by CNE, a process which in the end will guarantee the decision the Ecuadorian people will adopt.
As the request for transmission of results has not been completed due to pending processing, particularly for, the lagged electoral minutes and those with inconsistencies at the time this Preliminary Report was submitted, UNASUR’s Electoral Mission will keep a technical team in Ecuador until the end of the aforementioned procedure.
UNASUR’s Electoral Mission ratifies its recognition to the Ecuadorian people for their high degree of civic participation, to the electoral, civil and military authorities; and to the candidates who ran for the elective positions in dispute, thus contributing to consolidate the democratic institutionalism of the South American Region.
