UNASUR’s Electoral Mission wants to inform the public that at the middle of the elections day, the prevailing atmosphere in the country is that of peace and normality, with regular participation by the citizens.
The Mission is composed by 24 delegates, deployed to the following provinces: Azuay, Chimborazo, El Oro, Esmeraldas, Guayas, Los Ríos, Manabí, Morona Santiago, Pichincha, and Santo Domingo de los Tsáchilas. The delegates accompanied the establishment of the Boards of Vote Reception, as well as the official installation and the beginning of the voting for the 2017 elections (second round).
As per the participation of the members of the Board of Vote Reception, our delegates in the field have informed that the mentioned boards are mostly made up by young university students, and in 66% of the cases, by the principal members.
With respect to the electoral material received by the visited Boards, the Mission affirms that it was complete and correct in 95.8% of the electoral packages.
Likewise, the Mission’s delegates confirmed that in 100% of the observed Boards the requirement on ballot counting and revision was duly met, and such information was registered in the relevant Mission’s records.
Additionally, the Mission informed that no important delays were experienced during the installation of the Boards of Vote Reception, and that in general terms, the Boards were established in the initially scheduled times; on average, at 07:30 AM, the Mission reported that there was normal development of the electoral process.
Up to noon, there were no reports on negative incidents, and both the beginning and the development of the elections were termed as ordered. This situation allowed for adequate flow of voters to the polling centers in the morning.
As per the presence of delegates from the political organizations during the installation of the Boards of Vote Reception, the Mission estimates a 95% participation, which is a fundamental factor to ensure transparency during the elections and strict defense of all the votes cast in the relevant Boards.
Jose Mujica, Special Representative of UNASUR’s Electoral Mission, is personally visiting different polling centers in the city of Guayaquil, while the General Coordinator, Mr. Alexander Vega, is accompanying the elections from Quito. The Mission’s members underlined the peaceful atmosphere of the event, as well as the important attendance of Ecuadorian citizens and their free mobility to vote.
